And if indeed the TSDB has never been used to stop an act of terrorism, then there certainly is another underlying motive for establishing it. Another incident of trying to make something evil "look like" something good? And I can certainly see how Psychiatry plays such an important part in all of this, since they can keep the whole thing going with their "delusional" labels!
