I think banners that explain the “what” are most impactive. A banner anyone who sees or passes by that is not aware of this torture could understand and go home and research. Broader awareness to the public is key.
I vote for Banner 8 but spell out Direct Energy Weapons (DEW). An image of cell tower, satellite, GPS/Bluetooth would be great.
I also like Banner 9 and 10. Banner 6 and 7 (explain the ‘what’ DEW Satellite Terrorism).
I agree with Melissa M. Any banner with 3 letter acronyms like MQT or DEW, that needs to be spelled out for people. I'm guessing you're trying to get some of the sleeping crowd to awaken. They'll lose interest if it's not spelled out for them.
Banner 9. Fight the winning battle fist, then chew our way to the top. We need to get non targeted civilians to understand what is happening and digest the information in small doses. Most people can't/ won't accept just how large and sinister this program is. Small doses of accepted truths will open eyes faster.
I like 1, 4 & 9. Can we do multiple different banners rather then just pick one? How about "Stop Targeting, Torturing & Genocide of American Civilians Including Children & Infants". Or, "Havana Syndrome = Direct Energy Weapons Use On all U.S. Citizens Not Just Diplomats". Or you can make it more simple with " Havana Syndrome = Direct Energy Weapons".

I think mentioning the gang stalking is important too. Maybe something about Havana Syndrome too, because that makes it more credible. I think the colors are eye catching, but look a little amateur. It's a toss up, if you look really professional you're going to get more pushback from the government. They may let it go if they think it's not strongly convincing. I notice this a lot with what is censored and what they let stay up.
I vote for banner 10, because it shows what is being done, also to people who are not familiar with details of the TI programm. Banner 9 is also one of my favorits. I like them both, because they do not refer exclusively to the torturing of US citizens. People worldwide are affected by this criminal inhuman acts. Lets not forget them.
