People have been hearing voices for thousands of years though, and if you study spirit possession from many different tribes and cultures all over the world, you will see evidence of what looks exactly like gangstalking all over the globe, for thousands of years.
Therefore, it is not technological, or if so, it uses technologies already possessed by mankind for centuries. Since they lie frequently, the whole basing it on technology thing is a lie, at least on currently advancing technologies, although it may be getting assisted from these.
Of course they could also be rewriting history books and literature all around the globe for the last century in a grand scale psyops of huge unbelievable total information control from more recently developed technology. They were studying such things as silent speech and sublingual vocalizations as early as 1900s, but then of course there may be that same mass attempt to rewrite history books globally.
It is interesting however that the voices generally are in one's own language. Now, if it were local spirits, or a class of humans who could speak through others minds and observe them remotely, then that could indicate why it's that way.
I've never heard any other language than English and no real accents, but I've never really been in a foriegn area other than Hawaii. The voices also occasionally use words from other languages, such as Greek or Arabic, but never full sentences and they seem to only throw out key words.

It describes situations that sound very much like what I experienced.
To me, if the literature can be believed, this is nothing new, it's just hidden behind new explanations. My aunt was a Spiritualist minister, and could receive information from spirits or some form of disembodied intelligences. She was doing it long before 1970s.
I've done extensive research into pre historical co-possession cults before Tantra was even a word. They also channelled unknown entities. These entities could effect humans in an electromagnetic sense. They eventually began to call this Kundalini in India, and other terms around Asia, such as Kan and Li. That sounds a lot like Kundalini. I say that this is not likely current technologies, but old ones, possibly spiritual, possibly alien. If there was an advanced alien race such as the Nephilim or Archons, I highly doubt they would have exited the scenes. They are still around and it is said that they can influence us from hidden vantage points and have been guiding human evolution and political events the whole time. Same for other races of beings such as the Nagas, or Jinn. All of them are said to be able to remain beyond our senses, but to be able to play games with our consciousness. So whoever these beings are, they are still first and foremost, the most likely to be the source, whether you call them skinwalkers, aliens, wetigo, or any hundreds of terms for beings capable of affecting human consciousness and co-possessing us. Don't fall for the hype. These are the ones that are doing this, and those individuals who are co-possessed on a high level are the ones participating in both gangstalking and being gangstalked. If you are gangstalked, it is because they are choosing to do this through the others who are co-possessed, like yourself. All these bioelectric effects start with these entities, and only use current DEW technologies as facilitating or catalyzing activities.
