Last night, for example, they “numbed out” the entire top of my head and left me with a headache, that I still have tonight. Lots of hacking of my accounts this week, too. I must have said something that pissed them off.
If you can't block scalar waves,k can you redirect them, deflect them, cause interference? I'm thinking cancellation waveforms, directional antennae and materials which can muddle the signal, such as quartz?
This may be a load of rubbish, but I would appreciate thoughts.
There is no known instrument that can detect a scalar wave. The only known method to prove it, is by showing that all other waveforms are blocked. An example would be - showing that the waveform frequency has traveled through 12 feet of water. Even 6 feet of water will block the highest energy Xrays and gamma rays.

Scuba divers/inspectors that go into the cooling water tank around a nuclear reactor are told this: Keep 6 feet away from the nuclear reactor core and you will be 100% safe.
A couple thoughts. I agree with all the comments about Shriever. But what about the two primary AFRL facilities at Kirtland Ari Force base in NM and the Maui Air Force Optical and Supercomptuing (AMOS) site? Why couldn't the attack on Maui have come from a plane or a facility on the mountain?
Due to the need to focus lasers into a narrow beam to make them more destructive, I lean towards the belief that the attacks on Maui, Greece, Paradise and other places were HPM's, not lasers. The selectiveness of materials burned does not indicate indiscriminate lasers. Also, lasers would not have left not-very-dense plastics unharmed, as was the case in all of those locations. With HPM's the denser the material, the hotter it gets. Hence, all the melted metals and glass while adjacent trees and plastic garbage cans are left unharmed.
Then there is the issue of blossoming, especially with lasers fired from distant space.
Then there is the issue of the color blue. I've speculated that the reason why blue things are left unharmed is because oceans are blue. If, as I speculated, that the winds on Maui were created by the weapons wave coming ashore from the East Southeast (see the linked NWS video) - not the hurricane - then that weapon would have caused massive boiling of the Pacific before it came ashore, which would have been a dead give away.
Also, I believe the weapon system you mention being developed by Raytheon is already being used against Hamas and Palestinians.
The same type of laser was used on Hawaii, California, and Greece.
The laser does not burn or heat anything. It causes rapid aging, which appears as burning in wood, and makes certain metals (like magnesium) flow like a liquid.
