This is so absolutely confusing. I live near Seattle and I’m almost absolutely sure there is a community watch program that pays and enlist community members to follow and harass a targeted person. I’ve been called an A-hole randomly, exhaust in my face, work sabotaged, gaslit constantly, food tampered with, noise campaigns—-Ugh! I wish I knew what the actuality is.
